Marc specializes in energy and industrial projects. He mostly represents energy, chemical and waste companies, the energy-intensive sector, their shareholders and larger buyers. Marc is mainly involved in cases in which electricity, gas or heat, sustainable energy, energy subsidies, the energy transition and climate change play a key role. He further represents clients in energy related legal proceedings.

Marc is contributing editor to the Nederlands Tijdschrift voor Energierecht (Netherlands Energy Law Review). He teaches subjects relating to energy law, including in the context of ‘Energy on Location’, a postgraduate course at the University of Groningen. Marc is chair-emeritus of Lex Mundi’s Energy and Natural Resources Group. He is a member of the Dutch Association for Energy Law. Before joining Houthoff, Marc worked as in-house counsel at DSM and Energie Beheer Nederland.

Qualifications & Experience 

  • International Law (Leiden University)
  • Advising Porthos Development C.V., an EBN, Gasunie and Port of Rotterdam partnership, which aims to construct and operate the first large-scale, commercial, open access offshore carbon capture and storage (CCS) facility in the Netherlands.
  • Advised Alliander N.V.'s shareholders regarding reaching consensus on the 'Framework of Agreements on Capital Requirements of Regional Grid Operators'.
  • Advised and acted for Huntsman, successfully defending against claims brought by Ducor Petrochemicals in (appeal) proceedings before the Trade and Industry Appeals Tribunal (College van Beroep voor het bedrijfsleven) regarding regulatory issues relating to Huntsman's closed distribution system for electricity.
