Webinar on consultation regarding the industrial CO2 levy bill

On 24 April 2020, the consultation version of the bill to introduce a CO2 levy on industry was published. This 'sensible levy' is the government's most important instrument for achieving the targets set in the National Climate Agreement of the Netherlands by 2030. The bill has to become part of the Tax Plan for 2021 and should come into force in 2022. The consultation runs until 29 May 2020.

During our webinar that took place on Tuesday 19 May 2020, Frits de Groot (policy secretary at VNO-NCW) explained the process of the bill to introduce a CO2 levy on industry and the follow up to this process. Also the following topics were discussed.

  • What will the levy look like?
  • How will the levy be implemented?
  • How does the levy relate to the ETS and other regulations, including EU regulations?
  • What are the next steps and timetable for the bill?

The CO2 levy as it looked on the basis of the National Climate Agreement was reviewed and compared with the CO2 levy proposed in the bill. In addition, some of the issues that were raised during our 2019 Breakfast Briefing on this subject were discussed.
