Marc specializes in energy law, and energy and industrial projects. He mostly represents energy, chemical and waste companies, the energy-intensive sector, their shareholders and larger buyers. Marc is mainly involved in cases in which electricity, gas or heat, sustainable energy, energy subsidies, the energy transition and climate change play a key role. He also represents clients in court proceedings concerning energy disputes.

Marc regularly publishes on energy law in the Nederlands Tijdschrift voor Energierecht journal. He teaches subjects relating to energy law, including in the context of ‘Energy on Location’, a postgraduate course at the University of Groningen. Marc is chair-emeritus of Lex Mundi’s Energy and Natural Resources Group. He is a member of the Dutch Association for Energy Law. Before joining Houthoff, Marc worked as in-house counsel at DSM and Energy Beheer Nederland.

Advised Alliander N.V.'s shareholders regarding reaching consensus on the 'Framework of Agreements on Capital Requirements of Regional Grid Operators'.

Advised Porthos Development C.V. on the transfer by TAQA to Porthos of a mining installation and related permits for the storage of CO2 in empty gas fields in the North Sea.

Advised and acted for Huntsman, successfully defending against claims brought by Ducor Petrochemicals in (appeal) proceedings before the Trade and Industry Appeals Tribunal (College van Beroep voor het bedrijfsleven) regarding regulatory issues relating to Huntsman's closed distribution system for electricity.

Advised Kistos Plc. on its proposed de-SPACing acquisition of the entire share capital of Tulip Oil Netherlands B.V. from Tulip Oil Holding B.V.

Houthoff advises Tofane Global on the acquisition of iBasis from KPN. This acquisition is the first milestone in the intended strategy of the Paris-based company. By means of acquisitions and digital transitions, Tofane Global aims to become the market leader in worldwide telephone services. After the completion of the acquisition, Tofane Global and iBasis will continue to work with KPN as strategic partners.

Advised Attero in a dispute with RWE regarding a long-term landfill gas contract and in drafting new long-term gas sales agreements.

Water control board “Aa en Maas” is building a new biogas plant. For the operation the water control board will take residual heat from the municipal waste product centre. Moreover, the water control board will supply generated biogas to the nearby Heineken brewery. Houthoff is drafting and negotiating the agreements (including the PPA) and giving regulatory advice.
