Merks has degrees in Dutch tax law from the University of Amsterdam and in US tax law from the University of San Francisco. He previously worked as a tax lawyer in New York, Paris, Chicago and San Jose (California).
Merks is a member of the American Bar Association (ABA), the Dutch Association for Tax Research (Vereniging voor Belastingwetenschap), the International Fiscal Association (IFA), the International Bar Association (IBA) and the European American Tax Institute. The author of several tax publications, and a regular speaker at international tax conferences, Merks also lectures at the International Bureau of Fiscal Documentation (IBFD), the SDU Licent Academy and the Advanced LL.M. in International Tax Law at Leiden University.

Houthoff represented RockRose Energy PLC in the acquisition of Dyas. RockRose Energy PLC operates as an independent oil and gas production and infrastructure company in the United Kingdom. Dyas is an active, non-operating minority partner and investor in oil & gas exploration and production projects.
