Incorporating the Seveso and the Working Conditions Act into the Environment and Planning Act

Until 31 December 2023, companies keeping large quantities of hazardous substances were subject to the rules from the Major Accidents (Hazards) Decree 2015 (Besluit risico's zware ongevallen 2015, or Brzo) as well as to statutory provisions on working conditions. The Brzo has been revoked with effect from 1 January 2024 and its rules – while generally remaining unchanged in material respects – have been embedded in many different new regulations introduced under the EPA.
