Cost Recovery and Other Financial Contributions in Area Development

In area development, a public sector stakeholder can recover the costs of public facilities from the initiator developing the area. The EPA provides several bases for public authorities to recover these costs under private or public law. It also identifies cases in which public-law cost recovery is mandatory. Aside from cost recovery, the authorities can also demand other financial contributions from the initiator under the EPA.
