Heat and cold storage

Regulation of Heat Storage and Cold Storage under the Environment and Planning Act

Buildings are subject to ever stricter sustainability and environmental performance requirements. To meet these requirements, larger buildings regularly use heat and cold storage. This system stores heat and cold underground, providing a sustainable energy source for buildings. It can be either an open-loop geothermal system (using the groundwater) or a closed-loop geothermal system (circulating coolant through underground pipes). The EPA’s entry into force entailed various significant changes to the rules on heat and cold storage systems.

Our Heat and Cold Storage factsheet discusses the main regulatory differences between the old and new law under the EPA. It also highlights some practical issues to bear in mind.

Environment & Planning
In a place as densely populated as the Netherlands, it is common to see small areas of land with many different functions and uses. Environmental law regulates the complex distribution of available space. This area of law is constantly changing due to new national and European laws and regulations, new building techniques and societal developments.
Environment & Planning Act
The Environment Act covers the space in which people live, work and relax. This new law merges old laws and contains rules for what can be seen, heard and smelled outside.
