Physical environment plan
From 1 January 2024, every municipality has one environmental plan that applies to its entire territory and that contains all municipal rules on the physical living environment. In due course, this environmental plan will replace all zoning plans and many municipal bylaws. It also contains rules on water and the environment, for example, which were formerly regulated at national level. This makes the environmental plan the main regulatory framework for municipalities themselves as well as for their residents and businesses. An environmental plan does not take effect until a procedure for its adoption has been completed. This procedure is the only opportunity for making any substantive changes to the environmental plan.
